Unlike neighboring countries such as Germany, Poland, and Hungary, the Netherlands requires the On-Board Unit (OBU) to remain switched on at all times, even when the vehicle is traveling on roads that do not require toll payment. Drivers must check that the device is functioning properly before departure; a switched-off or faulty OBU may result in fines.
The Netherlands does not offer single-journey tickets. Each vehicle must be equipped with a functioning OBU provided by an authorized toll service provider. Operators are urged to complete device installation before entering the country, and the national provider NedLinq has collection points near the borders.
The Netherlands Vehicle Authority (RDW) stated that the number of vehicle exemptions in the Netherlands is lower than in neighboring countries, and zero-emission trucks weighing over 4.25 tons are still subject to tolls, albeit at a reduced rate. According to the RDW, most of the revenue generated by the scheme will be reinvested into the road transport sector through subsidies for zero-emission trucks and charging infrastructure.
