The terminal renovation project, with a total investment of $2.15 billion, was implemented over 11 years and involved the reconstruction and expansion of the main terminal while the airport remained operational. It is a key component of the PDX Next capital investment program.

The terminal renovation project enhanced airport capacity, seismic resilience, and passenger flow efficiency. Scope of work included reconstruction of the main terminal building, adjustments to entry and exit flow, updates to waiting areas and commercial spaces, improvements to restrooms and accessibility facilities, as well as upgrades related to connections with parking, rental car centers, and other airport support facilities. The project also introduced more local dining and retail brands, improving service options for passengers within the terminal.

The terminal renovation project features a large-span timber roof structure, natural lighting, and indoor greenery, along with energy efficiency improvement measures. The long-term planning goal of Portland International Airport is to serve up to approximately 35 million passengers annually by 2045. Following the completion of the terminal renovation, the airport will proceed with incremental upgrades to baggage handling systems and passenger processing areas.
