The disposal, handled by Savills on behalf of Maristow Estate and Barwood Land, involves two separate greenfield development plots. These plots have secured planning consent for up to 1,640 homes as part of a residential-led mixed-use development. Located approximately six miles northeast of Plymouth city centre, between the established residential communities of Roborough and Woolwell, the site offers views of Dartmoor National Park.
This represents the first market opportunity within the Woolwell Sustainable Urban Extension and Community Park project. The project accounts for the majority of the circa 2,000 new home allocation in the Joint Local Plan, making it one of the most strategically significant housing sites in the city. The two development plots can be sold individually or together. Phase 1A covers approximately 26.59 net developable acres, expected to accommodate around 399 homes; Phase 1B covers approximately 13.71 net developable acres, providing around 205 homes. The combined first phase of both plots can deliver up to 604 homes.
The relevant planning consent was granted by South Hams District Council in April 2026, permitting a comprehensive scheme comprising residential, commercial and community spaces, a new primary school, extensive public open space, strategic landscaping, and associated infrastructure. The new school, community park, and key infrastructure including the North Gate roundabout will be delivered as part of the first phase. The proposed development will retain key landscape features and incorporate extensive public open space, including a community park along the northern and eastern boundaries. The historic former Plymouth and Dartmoor tramway will be integrated into green corridors and walking and cycling routes.
Nick Jones of Savills, who is marketing the scheme, stated that the scale of government-backed investment in Plymouth makes the city one of the most significant locations for economic growth in the UK, with the potential to be transformative over the next decade. He noted that it is rare for large-scale, residential-led sites to come to the open market in Plymouth, the largest city on the South West Peninsula. The Woolwell urban extension is a strategically important growth location, and it is anticipated that this initial offering of approximately 200 to 600 residential plots will attract interest from national and regional housebuilders, as well as large registered providers of affordable housing.
