Spain's Public Building Renovation Advancement Plan Completes 610 Projects with Over €1.08 Billion Investment

en.Wedoany.com Reported - The Ministry of Housing and Urban Agenda (Ministerio de Vivienda y Agenda Urbana) has closed the Public Building Renovation Advancement Plan (PIREP), which has executed 610 projects nationwide since its implementation in 2022, strengthening its position as one of the main levers for public building renovation within the Recovery, Transformation, and Resilience Plan. Funded by European resources, the plan has mobilized over €1.08 billion in investment and intervened in 2,142,597 square meters of built area.

The renovated area nearly doubled, exceeding the target of 1.23 million square meters committed to the European Commission, making PIREP one of the most executed plans within the national building stock renewal strategy. Of the total resources mobilized, €600 million were allocated to local entities, and €480 million were transferred directly to autonomous communities and municipalities.

The funded projects cover a wide range of public building types, including schools, universities, cultural centers, health centers, hospitals, administrative buildings, and heritage facilities. The plan intervenes from a comprehensive perspective, addressing energy efficiency, accessibility, safety, conservation, sustainability, and structural improvements, aligning with the growing shift of public works toward the modernization of existing buildings.

One of the initial requirements of the plan was to ensure at least a 30% reduction in non-renewable primary energy consumption, a threshold set by the European Commission for such projects. According to the Ministry of Housing and Urban Agenda, the implemented interventions meet this standard and improve the energy performance of buildings while upgrading high-usage public facilities. Additionally, the plan has been used to restore and revitalize buildings of historical or symbolic value, bringing them back into use.

From an industry perspective, PIREP validates the value of public building renovation as a significant niche in the construction, architecture, and engineering market. The scale of investment, diversity of intervention types, and geographical distribution of the plan make it a reference in the current building stock renewal cycle, characterized by decarbonization, improved energy efficiency, and the renewal of public infrastructure.

The Ministry of Housing and Urban Agenda also estimates that the PIREP plan has directly created approximately 18,000 jobs, enhancing the economic impact of public investment in renovation. Beyond quantitative results, the closure of the plan sends a clear signal to the industry: the energy and functional renovation of public buildings is becoming a stable course of action, contributing not only to reducing energy consumption and emissions but also to activating investment, employment, and the modernization of the building stock.
