en.Wedoany.com Reported - The Navegantes City Government has issued a public tender notice aimed at universalizing water supply and sewage treatment services, planning to achieve the goal of covering 90% of the city's residents with sewage collection and treatment by 2033 through a 35-year concession.
According to the notice, the contract requires the winning bidder to provide water supply services to all residents and gradually build a city-wide collective sanitary sewage system (SES), which is currently nonexistent in the municipality. The core objective of the project is to enable Navegantes to achieve water independence by constructing its own production system, with specific plans including water intake from the Rio Luiz Alves, building a dedicated water treatment plant (WTP), new transmission mains, and a water storage center. Once the proprietary system is completed, the concessionaire will be completely free from dependence on the city of Itajaí.
The estimated value of the contract over the entire 35-year concession period exceeds BRL 2.1 billion, covering all engineering investments and operation and maintenance costs. The authorization fee payable by the winning bidder to the city government is BRL 72,291,069.17, which will be used for investments as stipulated, including compensation for the previous system. Residents are expected to start paying full fees only in 2034, by which time the company must meet various indicators, including operating the water treatment plant and connecting the distribution system.
The tender will be conducted through an electronic competition, and the winner will be the company offering the lowest water price to citizens, i.e., the bidder providing the largest discount on the reference water price. After the contract is signed, there will be a transition period of up to 90 days. During this time, the new operator will take over the system currently managed by the Water and Basic Sanitation Department (Sasan). While advancing the concession, the Navegantes City Government will continue to invest in strengthening the existing water supply capacity. One key project is the construction of a 6-million-liter reservoir in São Domingos, which will become the city's largest water storage facility. Additionally, the government plans to implement the replacement of transmission mains in the São Pedro community, install six water tanks, and carry out network expansion and renovation projects citywide.
