This evaluation covers complete proposals submitted by 15 EU member states and the Walloon Region of Belgium between December 2025 and May 2026. The analysis shows that these drafts aim to reduce primary energy consumption by 24% to 73% compared to current levels by 2050.

Buildings account for over 30% of Europe's total energy use and 50% of natural gas consumption. Reducing building energy demand and increasing the share of renewable energy are seen as key to decreasing dependence on fossil fuel imports. The draft assessments also address greenhouse gas emission reduction targets, with about half of the plans aiming for over 90% emission reductions by 2050. Additionally, multiple documents project that renewable energy will meet 40% to 90% of building energy consumption by 2030.

The European Commission reviewed the ambition level of national targets, proposed policy measures, funding adequacy, and inclusiveness of public consultations. This first assessment aims to help countries adjust their plans before submitting final versions. Member states must submit their final National Building Renovation Plans by December 31, 2026, laying the foundation for full implementation of the Energy Performance of Buildings Directive (EPBD).
