At the series press conference themed "A Strong Start for the 15th Five-Year Plan" held on August 5, the Information Office of the People's Government of Guangxi Zhuang Autonomous Region announced that Qinzhou will leverage the Pinglu Canal as the axis to drive the entire region toward the sea, integrating port construction, industrial layout, park development, and urban supporting services. This will transform Qinzhou from a city with "a large port, distinctive industries, but a small urban area" into one with "a large port, strong industries, and a quality urban area," accelerating the construction of a coastal canal city featuring high-quality development, high-level opening-up, and a high quality of life.

Qinzhou is a central city in the Beibu Gulf Economic Zone, a strategic hub of the New International Land-Sea Trade Corridor, and the outlet of the Pinglu Canal to the sea. It connects rivers to the sea, links the east and west, and bridges land and sea. Leveraging its geographical advantages, Qinzhou will systematically plan and construct key infrastructure along the canal, including highway corridors, inland river port terminals, and dedicated railway lines. It will implement the master plan for Qinzhou's inland river ports, orderly develop and build port-side industrial parks along the canal, and accelerate the formation of a "leaf-vein" industrial layout oriented toward the sea.

Centering on strategic positioning as an international gateway port for the New International Land-Sea Trade Corridor and a national comprehensive transportation hub, Qinzhou will fully implement the requirements of the Beibu Gulf Port Master Plan, build a coordinated and efficient river-rail-sea multimodal transport system, and achieve a river-sea intermodal transport capacity exceeding 64 million tons. This will drive port cargo throughput to surpass 300 million tons within five years, ranking among the world's top 20 container ports. Port traffic will accelerate the agglomeration of people, logistics, and capital flows into the city, and the upgrading of port capacity will enhance the city's level of openness.

Once the Pinglu Canal opens to navigation, it will reshape the regional development landscape. Qinzhou will accelerate the construction of collection and distribution highways and railway branch lines along the canal, eliminate logistics bottlenecks between "seaports, inland river ports, and industrial parks," and continuously reduce logistics costs for county-level industries. It will foster and expand inland river shipping, vigorously develop Guangxi's inland river transport routes, innovate multimodal transport logistics organization models, and achieve breakthroughs in high-end sectors such as shipping finance and shipping brokerage, promoting the flow and agglomeration of more goods, capital, and information toward the sea.
