Wedoany.com Report-Sept. 24, On September 22, state lawmakers in Wisconsin announced the introduction of the Forestry Revitalization Act, a bill designed to provide $210 million in incentives to attract a proposed $1.5 billion woody biomass-to-sustainable aviation fuel (SAF) project. The facility, if developed, would mark a significant investment in renewable fuel production in the state.

The bill was introduced by Wisconsin Senator Mary Felzkowski of Tomahawk and Representative Chanz Green of Grand View, with backing from industry representatives, local officials, and investors. The proposed SAF project is under development by a Germany-based company. According to Felzkowski, Wisconsin is competing with communities in Michigan and Minnesota, which are also working to secure the project. Should Wisconsin succeed, the facility is expected to be located in Hayward.
The Forestry Revitalization Act outlines a $210 million incentive package, consisting of $60 million in Wisconsin Economic Development Corporation (WEDC) Enterprise Zone Tax Credits and $150 million in state bonding from the forestry account. The legislation requires that 80 percent of the biomass feedstock be sourced from within Wisconsin, ensuring local supply chain involvement. Additionally, it mandates that the facility must continue to produce SAF at least until the bond matures.
Representative Green stated that the project is estimated to generate 350 high-paying jobs, while also providing economic opportunities for landowners, loggers, truckers, and related industries. The project is expected to create long-term value for both the forestry sector and the broader regional economy.
The facility is planned to begin operations in 2029. Once operational, it would process around 880,000 tons of woody biomass annually, including bark, branches, cutter shavings, and treetops. The feedstock would be converted into SAF and naphtha, with a focus on exports to the European market. The plant would be designed to meet CORSIA qualifications for sustainable aviation fuel, aligning with international standards for lower-emission aviation fuels.
The proposed project highlights the strategic importance of forestry resources in Wisconsin and the potential for renewable energy innovation in rural communities. By linking forestry with advanced fuel production, the initiative aims to strengthen economic resilience and expand employment opportunities.
Senator Felzkowski emphasized the competitive nature of the process and the importance of positioning Wisconsin as an attractive location for the project. Supporters of the bill view it as an opportunity to revitalize the forestry industry while advancing sustainable energy solutions.
