GBAC Releases Quantum Strategic Intelligence Standards to Build Governance Framework for the Quantum AI Era

Wedoany.com Report on Feb 6th, The Global Blockchain Applications Council recently released the Quantum Strategic Intelligence Standards, aiming to provide a governance framework for the era of integration between quantum computing and artificial intelligence. By adding policy, physical, and sovereignty dimensions, this standard enhances existing traditional enterprise governance systems such as COSO and COBIT, providing a clear implementation path from board-level decision-making to national policy levels.In terms of security, the Quantum Strategic Intelligence Standards promote a shift from traditional mathematical encryption to physical security defenses. Addressing the data decryption threats potentially posed by quantum computing, the standard advocates for the adoption of technologies such as quantum key distribution, achieving a higher level of confidentiality protection through the properties of quantum states.

The standard employs a layered architecture design, containing multiple modules tailored for different audiences. The sovereignty standard section targets governments and central banks, requiring the geopolitical repatriation of critical computing and data, supply chain audits, and legal regulatory measures. The strategic layer provides senior management with action manuals and risk assessment tools, helping to transform quantum risks into decision-making foundations.

The governance module offers audit committees with auditable control specifications and compliance templates, while the risk adapter supports a smooth transition for the technology ecosystem through vendor-neutral APIs. The operational appendix provides practitioners with specific implementation guidelines in areas such as quantum key distribution and AI governance.

The standard also includes numerous practical tools, such as an agent AI circuit breaker mechanism that can intervene when autonomous systems exceed preset thresholds; the Mosca metric method helps assess data exposure risks; and cryptographic agility procedures support the low-risk replacement of encryption standards.

In terms of supply chain resilience, the Quantum Strategic Intelligence Standards introduce a "Wassenaar minus one" audit mechanism to stress-test national critical quantum technology supply chains, assessing their adaptability to export controls to ensure the operational autonomy of national projects.

GBAC invites standards bodies, regulatory agencies, audit firms, technology providers, and other stakeholders to participate in the implementation of the Quantum Strategic Intelligence Standards. Through 6-9 month pilot projects, interoperability will be validated and relevant policies coordinated to jointly promote the global expansion and application of this governance framework.
