China's Liaoning Province Advances Mineral Resource Development, Aims to Grant Over 40 Mining Rights This Year

Wedoany.com Report on Mar 2nd, Recently, the Department of Natural Resources of Liaoning Province in China announced its 2026 work plan, emphasizing a focus on mineral resource development and industrial upgrading. It aims to optimize the province's resource layout, enhance reserves and production capacity, and promote the high-quality development of the mining industry.

The department will strengthen the overall management of mineral resource development across the province, fully implement relevant management guidelines, strictly enforce access standards, elevate management levels, control the "three rates" indicators, and ensure safety baselines. Concurrently, it will introduce the "Three-Year Action Plan for High-Quality Development and Utilization of Mineral Resources in Liaoning Province," actively promote the construction of bases for magnesite, iron ore, and gold, and orderly develop advantageous resources such as boron, talc, and bentonite.

In terms of enhancing mineral resource reserves and output, the Liaoning Provincial Department of Natural Resources will continue to implement the mineral exploration breakthrough strategy, targeting the addition of 200 million tons of iron ore resources and 50,000 tons of boron resources. It will increase the market-based allocation of mining rights, with plans to grant over 40 mining rights throughout the year. Furthermore, it will carry out special rectification actions against "claiming exploration rights without actual exploration," severely cracking down on such behaviors and making typical cases public.

To advance the high-quality development of the mining industry, the Liaoning Provincial Department of Natural Resources plans to control magnesite ore supply below 30 million tons and magnesia production capacity to no more than 25 million tons. It will guide magnesite resources towards high-value-added products such as magnesium building materials and magnesium chemicals, striving to achieve a magnesite industry output value exceeding 60 billion yuan. It will formulate the "Implementation Plan for the Development of the Dadonggou Gold Mine" to ensure the conversion of exploration rights to mining rights is completed by the end of June. The department will also strengthen the assessment of resource utilization levels, encourage mines to improve the "three rates," and continue to promote the construction and dynamic management of green mines.
