These projects are expected to apply for planning permission via Development Consent Orders within the next 12 to 18 months. Established jointly by Ofwat, the Environment Agency, and the Drinking Water Inspectorate, RAPID oversees the four-stage gated funding process for the early development of water infrastructure projects in the UK, aiming to secure future water supply resilience.

The projects being advanced are led by Severn Trent Water and Affinity Water. Among them, the Grand Union Canal Transfer project, developed in partnership with the Canal & River Trust, plans to utilize the existing canal network to build water supply infrastructure, transferring water resources from the Midlands to water-scarce areas in the Southeast. The Minworth Water Recycling project aims to reduce abstraction from sensitive rivers by optimizing water supply infrastructure, providing drought-resilient water sources while protecting the ecology. RAPID's Managing Director, Paul Hickey, stated: "These two projects exemplify collaborative water supply infrastructure efforts to secure water resilience. They are expected to deliver an incremental 100 million liters of water per day and could be operational by 2032."
Peter Walker, Head of Strategic Infrastructure Projects at the Canal & River Trust, emphasized: "The Grand Union Canal Transfer project fully taps into the potential of historic canals as water supply infrastructure. It will enhance the ecological vitality along the canal while creating more value for nature, boaters, and waterside users." Currently, RAPID has planned 28 strategic resource options, encompassing solutions like reservoirs, water transfers, water recycling, and desalination. According to the Environment Agency's "National Framework for Water Resources 2025," the UK needs to combine diversified water supply infrastructure with demand management to address future water challenges.
RAPID's gated process ensures efficient use of development funding for water supply infrastructure through early and continuous oversight, addressing potential regulatory issues before projects enter the planning permission stage. This mechanism provides crucial assurance for the successful maturation and delivery of water supply infrastructure projects.
