The Chemical Agenda plans to develop a future strategy for refineries together with the industry and trade unions and create suitable framework conditions for the sales markets of refinery products. For example, Germany will push for a revision of the EU Energy Tax Directive to tax fuels and heating materials based on their carbon impact, and create de-risking instruments to support the market launch of advanced technologies and innovative products. The agenda was jointly released by the German Federal Ministry for Economic Affairs, the Federal Ministry for the Environment, the German Chemical Industry Association (VCI), and the Mining, Chemical and Energy Industrial Union (IGBCE).
