Anatel stated that the plan aims to expand the production of technical data on spectrum usage, which will support regulatory actions, prevent interference, and provide a basis for regulatory decisions related to the evolution of Brazil's mobile networks.

Anatel emphasized that this model expands measurement and analysis capabilities through the use of new monitoring stations, automation, and specialized tools. The development of PM-EM relies on proprietary solutions led by the SFI Innovation Laboratory.

Pilot testing of the plan was conducted from April 22 to 30 in the state of Santa Catarina, which concentrates this regulatory frontier nationwide. Measurements covered the city of Florianópolis and several inland cities with high densities of 4G and 5G networks.

Next, Anatel plans to conduct new tests at the Eldorado Institute to fully characterize the measurement system and assess the impact of regulatory vehicles on results. After completing studies and refining the methodology, PM-EM will be implemented continuously nationwide.

Anatel hopes that the data obtained will support research on spectrum coexistence and coordination between mobile systems and new architectures, covering areas such as Non-Terrestrial Networks (NTN), Direct-to-Device (D2D) communications, high-capacity outdoor Wi-Fi, next-generation satellite services, and even the arrival of 6G. The regulator noted that the plan will also assist in technical assessments of spectrum allocation, designation, channelization, and spectrum refarming, supporting decisions for efficient spectrum utilization.

Gesilea Teles, Director of Anatel's Superintendence of Regulation, stated in a declaration that the implementation of the plan marks a significant shift in the agency's operational approach, reflecting an evolution toward an increasingly analytical and preventive regulatory model. By integrating automation and new monitoring technologies, the agency can proactively seek solutions to ensure the optimized use of spectrum, a finite and valuable resource.
