en.Wedoany.com Reported - The Emergency Telecommunications Cluster (ETC) has completed a five-year digital connectivity project in the Sahel region, providing communication services to over 52,000 users in Niger, Burkina Faso, and Mauritania between 2021 and 2026.

In its final project report, the ETC acknowledged the Luxembourg government's pivotal role in realizing the project, including a $1.2 million donation as well as technical expertise and solution support. Luxembourg provided technical expertise, solution architecture support, network infrastructure, and remote troubleshooting throughout the implementation. The report also thanked Ericsson Response for providing Wi-Fi access points and configuration assistance, and the Swedish Civil Contingencies Agency (MCF) for its contributions to ICT installation, local team training, and standard operating procedure development.
The project established three ETC service centers offering internet access, phone booths, mobile charging, and digital literacy training. The first center was inaugurated in July 2023 in Diffa, Niger; the second in August 2024 in Dori, Burkina Faso; and the third in April 2026 at the Mbera refugee camp in Mauritania. All surveyed users in Niger reported improved access to critical information, while 95% of users in Burkina Faso indicated that these services significantly enhanced their access to health, education, and financial resources.
The Sahel project provided a reference for the development of additional connectivity centers in Tahoua and Maradi, Niger, and directly shaped the "Connectivity as Aid (CAA) Standard," which recognizes connectivity as a core enabler of dignity and access to information in crisis environments.
