en.Wedoany.com Reported - On June 25, the Department of Science and Technology of Sichuan Province and the Sichuan Provincial Development and Reform Commission jointly issued the "Several Policies to Further Promote the Development of the Artificial Intelligence Industry Chain in Sichuan Province." The policies introduce a series of support measures across five key dimensions: scenario-driven production promotion, enterprise cultivation, scientific research and achievement transformation, high-quality computing power and data supply, and optimization of the development ecosystem. The aim is to drive high-quality development of the province's AI industry and establish Sichuan as a leading AI industry hub in China.
The policies encompass multiple financial support and incentive measures. In terms of application scenario construction, Sichuan Province will focus on areas such as intelligent manufacturing, scientific intelligence, intelligent healthcare, intelligent government affairs, intelligent agriculture, intelligent emergency response, intelligent services, and low-altitude intelligence. It will provide support of up to 20 million yuan to construction entities for major provincial-level application scenarios selected on a merit basis. For typical provincial-level application scenario bases (regions), support of up to 2 million yuan will be provided on a merit basis. Construction entities newly included in national AI application scenario pilots or typical application cases, as well as large model development units that have passed the national generative AI registration for the first time, can receive one-time support of up to 1 million yuan.
In terms of enterprise cultivation, the policies support the introduction of leading AI companies. For newly introduced R&D headquarters or regional R&D centers with an annual R&D investment exceeding 20 million yuan, support will be provided through targeted scientific research projects of up to 5% of the annual R&D investment, with a maximum of 5 million yuan. Units recognized as provincial-level AI chain-leading enterprises for the first time can receive support of up to 5 million yuan for targeted scientific research projects. Newly selected national technology-leading enterprises, provincial seed unicorn enterprises, and provincial gazelle enterprises will receive support of up to 3 million yuan, 1 million yuan, and 500,000 yuan, respectively, on a merit basis. The policies also establish "Token Vouchers" to subsidize token consumption such as standardized API calls for large models, providing support of up to 20% of actual usage costs, with a maximum of 1 million yuan. For AI one-person companies (OPC), the support ratio can be increased to 40%.
In scientific research and achievement transformation, Sichuan Province will implement major provincial AI science and technology projects, with individual projects receiving up to 20 million yuan in support. Pilot-scale platforms can be included in the province's "1+N" service system for pilot platforms, with provincial sharing costs for pilot projects supporting up to 10 million yuan. Individual achievement transformation projects can receive up to 20 million yuan in support. Newly approved innovation platforms in the AI field, such as national key laboratories and national technology innovation centers, can receive up to 10 million yuan in financial support.
In terms of computing power and data supply, the policies explicitly support the integrated development of computing power and electricity, reducing the cost of incremental computing power electricity in Ya'an City, Panzhihua City, and Liangshan Prefecture. Pilot "computing power-electricity" coordination projects will be carried out in local areas of Ganzi Prefecture, Aba Prefecture, and Ya'an City. "Computing Power Vouchers" will be used to subsidize enterprises' costs for purchasing domestic computing power, with a general support ratio not exceeding 20%. For startups established within three years, the ratio can be increased to 30%, and for AI one-person companies, it can be increased to 40%, with an annual maximum of 1 million yuan per unit. High-quality dataset and corpus construction projects will receive support of up to 10 million yuan on a merit basis.
Additionally, the policies include measures to strengthen financial services, talent attraction and cultivation, government procurement, and the construction of an open-source ecosystem. The policies take effect from the date of issuance, and the "Several Policies to Promote the Development of the AI Industry Chain in Sichuan Province" (Chuan Ke Fa [2025] No. 1) issued in 2025 will be simultaneously repealed.
