en.Wedoany.com Reported - The National Electricity Administration (ANDE) of Paraguay has suspended the tender process for a 15 MW self-owned photovoltaic power plant in Bajo Chaco. The plant is expected to require an investment of $6,449,655. The suspension decision was made after Récord Electric filed a formal protest against the tender terms, which automatically triggered a procedural suspension by the National Public Procurement Directorate (DNCP).

This tender corresponds to the "Procurement of Solar Photovoltaic Power Generation Equipment" project, which plans to install a 15 MW power station. According to published information, the procedure had been postponed from July 1 to July 8 before the suspension. The suspension stems from a resolution issued at the end of last month, through which the DNCP accepted the protest filed by Récord Electric.
Until the issue is resolved, ANDE cannot proceed with the tender unless it applies to the DNCP to fully or partially resume the process through a declaration of responsibility by the head of the procurement business unit. The project aims to connect solar power generation to the 23 kV busbar of the Villa Hayes substation. ANDE stated that its goal is to improve voltage levels in the area and gain technical and institutional experience in the design, construction, operation, and maintenance of photovoltaic power plants. According to statements previously cited by Paraguayan media from the company's technical manager, Tito Ocariz, the specific location of the photovoltaic modules has not yet been determined.
The suspended procedure is different from the larger tender proposed by ANDE during a public hearing—procuring electricity for a 140 MWac photovoltaic power plant in Loma Plata, which will be connected to the National Interconnected System at 220 kV. The plan also includes a transmission line of approximately 7 kilometers and the expansion of the Loma Plata substation.
