Indonesia Launches International Standard Carbon Unit Registration System

en.Wedoany.com Reported - The Indonesian government officially launched the Carbon Unit Registration System (SRUK) in Jakarta on July 9, 2026. This platform, directly developed by the Ministry of Environment/Environmental Control Agency (KLH/BPLH), aims to strengthen Indonesia's carbon market ecosystem by ensuring transparent, credible, and highly integrated carbon market operations, accurately measuring and accounting for every emission reduction action, thereby reducing the risks of double counting and fraud in carbon trading.

Minister of Environment and Head of the Environmental Control Agency, Moh. Jumhur Hidayat, stated that in line with the spirit of Asta Cita, SRUK will serve as the primary node connecting various instruments and participants in the carbon economic value system, ensuring that the economic benefits derived from carbon value reach the grassroots level, achieving climate justice for all Indonesians. He added that the system reflects a collective commitment to the principle of "leaving no generation behind." SRUK is the only national system that manages the carbon lifecycle in an integrated manner, supported by Ministerial Regulation No. 10 of 2026 (on the Carbon Unit Registration System), Ministerial Regulation No. 7 of 2026 (on the Implementation of Nationally Determined Contributions), and Ministerial Regulation No. 9 of 2026 (on the Climate Village Program, Proklim), to ensure that grassroots communities benefit from climate adaptation.

Chairman of the Steering Committee for Food Affairs and Carbon Economic Value (NEK) and Coordinating Minister Zulkifli Hasan emphasized that a high-integrity carbon market must deliver tangible benefits to grassroots communities, and those who protect forests and ecosystems must be the first to experience the economic value of carbon. Presidential Special Envoy for Climate and Energy Issues, Hashim Djojohadikusumo, commended the rapid cross-sectoral collaboration, which he believes will enable Indonesia to become a major player in the global carbon market. Chairperson of the Board of Commissioners of the Financial Services Authority (OJK), Friderica Widyasari Dewi, announced the issuance of OJK Regulation No. 10 of 2026, based on Presidential Regulation No. 110 of 2025, aimed at ensuring transparent and integrity-driven carbon trading through exchanges, while protecting investors and all service users.

According to the system design, every carbon unit in SRUK must undergo a rigorous Measurement, Reporting, and Verification (MRV) process, supported by independent validation. The system is highly interoperable, capable of connecting with the Indonesia Carbon Exchange (IDX Carbon) and international registration systems, and is built using the Climate Data Steering Committee (CDSC) data model standards. CDSC Managing Director Alice Carr noted that SRUK adopts principles consistent with international CDSC standards, thereby establishing a solid foundation of integrity. She pointed out that transparency, accountability, and data quality are key elements in building trust in the global market, and Indonesia has taken a very positive step in this regard, placing SRUK among the world's best practices.

To date, under the Indonesian Greenhouse Gas Emission Reduction Certification (SPEI) program, KLH/BPLH has recorded 49 emission reduction projects in the energy, waste, forestry, and agriculture sectors, with a total estimated annual reduction potential of 5.85 million tons of CO2 equivalent. KLH/BPLH believes that strengthening cross-sectoral collaboration in SRUK will open new sources of economic growth, enhance global green investment confidence, and protect grassroots communities that have long been at the forefront of nature conservation.
