Wedoany.com Report on Feb 24th, Recently, the National Energy Administration held the 2026 Leading Group Meeting on Rule of Law Development. The meeting aimed to thoroughly study and implement Xi Jinping Thought on the Rule of Law, carry forward the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Conference on Comprehensively Advancing Law-Based Governance, review the rule of law development work in 2025, analyze new situations in energy-related legal affairs, and deploy key tasks for rule of law development in 2026. Wang Hongzhi, Secretary of the Party Leadership Group and Director of the National Energy Administration, who also serves as the head of the Leading Group on Rule of Law Development, presided over the meeting and delivered a speech. He Yang, Wan Jinsong, and Song Hongkun, members of the Party Leadership Group and Deputy Directors of the Administration, attended the meeting.
The meeting noted that in 2025, the Administration thoroughly implemented the decisions and arrangements of the Party Central Committee on comprehensively advancing law-based governance, achieving breakthrough progress in energy-related legal work. The implementation of the Energy Law has opened up a new situation for the law-based governance of the energy industry. The formulation and revision of separate energy laws and regulations progressed steadily, continuously improving the energy legal system. Supervision, law enforcement, administrative reconsideration, and litigation response work were carried out effectively, steadily enhancing the Administration's capacity for law-based administration. The effectiveness of legal publicity and education in the energy sector was further strengthened, deepening the legal atmosphere for energy development.
The meeting emphasized that 2026 marks the beginning of the 15th Five-Year Plan period. The Administration must take Xi Jinping Thought on the Rule of Law as the guide, thoroughly implement the arrangements of the Central Conference on Comprehensively Advancing Law-Based Governance, comprehensively advance scientific legislation, strict law enforcement, and industry-wide legal education, and promote the legalization of all aspects of the energy industry. The leading and safeguarding role of legislation in building a new energy system should be fully leveraged. Efforts should be accelerated to introduce supporting regulations and policies for the Energy Law, actively advance the revision of important laws such as the Electricity Law and the Renewable Energy Law, and promote sound laws and good governance in the energy industry. Strict, standardized, fair, and civilized law enforcement should be promoted to enhance the capacity of all units to perform their duties in accordance with the law and continuously improve the efficiency of law-based administration. Legal publicity and education should be innovatively carried out. The implementation plan for the "Ninth Five-Year" plan for legal publicity and education in the energy industry should be well formulated and executed to enhance the legal literacy of leading cadres at all levels and foster a favorable atmosphere of respecting, studying, abiding by, and applying the law within the energy industry.
The meeting required that all units of the Administration should form a synergy in legal work, go all out to push rule of law development to a new level, safeguard high-quality energy development with a higher standard of rule of law, and provide a solid legal guarantee for building a strong energy country.
The meeting reviewed and approved the "Key Tasks for Rule of Law Development of the National Energy Administration in 2026". The Chief Economist, Chief Supervisor, Chief Engineer, heads of various departments, relevant public institutions, and the North China Energy Regulatory Bureau attended the meeting.
