Wedoany.com Report on Feb 26th, India's standard Model Concession Agreement (MCA) for the Build-Operate-Transfer (BOT) model in highway construction has undergone significant revisions, with the core objective of achieving a fair sharing of risks and benefits between the concessionaire and the government. Currently, highway construction projects worth approximately ₹2 trillion are in the planning stage. According to the new regulations, contractors will be required to undertake a defect liability period (DLP) of 10 to 15 years. The government has stated that, with the aid of relevant technological means, they can monitor vehicle traffic data. Based on this, under the framework of the newly revised highway construction concession agreements, profits and losses generated during the project's operation phase will be shared between the contractor and the government.

In the highway construction sector, apart from adjustments to the concession agreements, the Indian government is also focusing on remedying road safety hazards. Currently, around 350 landslide-prone points have been identified. To eliminate these potential dangers, ₹400 billion is being invested to address these highway "black spots," aiming to enhance road safety and traffic capacity.

Simultaneously, the Indian government is preparing a new plan aimed at collaborating with state governments to advance highway construction. This plan innovatively introduces a cost-sharing element, replacing the previous practice where land acquisition was solely the responsibility of state governments. Through this cooperative model, it is expected to improve the efficiency of highway construction and promote the further development of the national transportation network.
