China's Draft Outline for the 15th Five-Year Plan Proposes 20 Key Indicators

The government work report states that, in implementing the main objectives outlined in the "Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development," the Draft Outline has detailed 20 key indicators.

In terms of economic development, 3 indicators are proposed focusing on growth, structure, and efficiency. Among these, it is proposed that the growth of Gross Domestic Product (GDP) be maintained within a reasonable range, with specific annual targets set as appropriate.

In terms of innovation-driven development, 3 indicators are proposed focusing on innovation input and its outcomes. Among these, it is proposed that the annual average growth rate of research and development (R&D) expenditure across society should exceed 7%.

In terms of people's well-being, 7 targeted indicators are proposed covering employment, income, education, healthcare, health, and support for the elderly and children.

In terms of green and low-carbon development, 5 indicators are proposed focusing on carbon reduction, pollution reduction, and ecological and environmental protection. Among these, it is proposed to achieve a cumulative reduction of 17% in carbon dioxide emissions per unit of GDP, and to continue promoting green and low-carbon transformation in key sectors.

In terms of security safeguards, 2 indicators are proposed focusing on grain and energy production capacity, aiming to strengthen the important foundational safeguards for national security.
