Several Measures of Beijing Municipality on Promoting the Cultivation and Strengthening of the Carbon Capture, Utilization, and Storage Industry

To thoroughly implement the "Implementation Opinions of the General Office of the CPC Beijing Municipal Committee and the General Office of the Beijing Municipal People's Government on Accelerating the Construction of Beijing as an International Benchmark City for Green Economy", carry out the work deployment of the "Implementation Plan for Promoting the Innovative Development of Future Industries in Beijing", fully leverage the city's resource advantages in technological innovation, and cultivate and develop the Carbon Capture, Utilization, and Storage (CCUS) industry, these measures are formulated.

I. Enhancing Technological Innovation Capability

(1) Intensifying R&D and Breakthroughs in Key Core CCUS Technologies

Encourage tackling core technologies in key areas for CCUS industrialization, such as low-energy-consumption, low-cost carbon dioxide capture and high-value, large-scale utilization of carbon dioxide. Accelerate the development of key carbon capture materials like high-performance absorbents, adsorbents, and membrane materials. Promote the R&D of negative carbon technologies such as biomass energy carbon capture and direct air carbon capture. Break through carbon dioxide conversion and utilization technologies like preparing green fuels from carbon dioxide, photoelectrocatalytic conversion, and biological fixation conversion. Develop high-precision carbon dioxide monitoring equipment. Encourage industry-leading enterprises to take the lead, collaborating with relevant universities, research institutions, and enterprises across the industrial chain for joint research. Support eligible scientific research and development projects in applying for municipal science and technology project funds in the ecological environment field.

(2) Promoting Pilot Testing and Verification of New CCUS Technologies and Products

Support pilot testing and verification in Beijing for carbon dioxide capture and utilization technologies such as chemical adsorption, physical adsorption, membrane separation, preparation of green fuels and chemicals from carbon dioxide, and mineralization utilization of carbon dioxide. Encourage universities, R&D institutions, and enterprises to establish CCUS new technology pilot verification projects and new product pilot production line projects in Beijing that comply with the city's industrial policies, and build CCUS pilot service platforms. Support central energy enterprises, municipal state-owned enterprises, and other application entities to open pilot verification scenarios for CCUS technologies. Provide financial support to eligible pilot projects.

II. Improving the Industry Cultivation System

(3) Supporting the Construction of CCUS Industry Cultivation Carriers

Encourage the construction of high-level incubators in the CCUS field, providing enterprises with professional services such as high-level entrepreneurship coaching, early-stage investment, and resource matching. Support and recommend eligible incubators to apply for municipal and ministerial-level incubator recognition.
