The opinions propose that by 2028, a preliminary integrated and mutually reinforcing innovation and development pattern between artificial intelligence and information and communication will be established, with intelligent operation and service capabilities in information and communication reaching internationally advanced levels. Information and communication networks will initially achieve high-level autonomous intelligence, forming over 30 high-value typical scenarios and creating a batch of typical applications and characteristic intelligent agents. The support of network, computing power, and other information infrastructure for artificial intelligence capabilities will be further enhanced, with the coverage rate of the metropolitan computing power 1-millisecond latency circle no less than 75%.

In promoting the intelligent upgrade of the information and communication industry, the opinions propose focusing on the integrated development of artificial intelligence with fields such as 5G-A/6G, next-generation optical networks, "IPv6+," and the industrial internet. This includes conducting research on new network architectures driven by artificial intelligence, and strengthening key core technology breakthroughs in areas such as intelligent mobile communication air interfaces, high-level autonomous intelligence in networks, endogenous network intelligence, space-based computing networks, and intelligent agent internet.

In consolidating the foundation for artificial intelligence development, the opinions require accelerating the construction of backbone transmission networks such as 400Gbps/800Gbps, optimizing network transmission channels between national hub nodes in the eastern, central, and western regions, and orderly promoting the application of high-speed optical transmission system equipment such as metropolitan 400Gbps and above and all-optical cross-connects. At the same time, it is necessary to optimize the layout of internet backbone direct connection points and new internet exchange centers, improve inter-network data transmission quality, simplify network layers from core to edge, enhance the layout of computing power access networks in key locations, and build metropolitan millisecond-level low-latency computing access capabilities.

In deepening the innovation and promotion of integrated applications, the opinions propose creating new intelligent terminals for network integration, strengthening the integrated innovation of embodied intelligence and information and communication, promoting the adaptation and verification of embodied intelligence with networked communication modules and devices, vigorously developing products such as AI-enabled phones and computers, smart home devices, and intelligent wearable devices, and cultivating an intelligent, integrated AI terminal product system.

In enhancing the governance capabilities of the information and communication industry, the opinions propose improving the intelligent supervision capability of "network-based network management," promoting management innovation in the information and communication industry, strengthening the empowerment of artificial intelligence technology applications, consolidating the intelligent foundation for "network-based network management," building full-process, precise, and online supervision capabilities, and creating a regulatory intelligent decision-making hub integrating data display, situation assessment, and risk warning. This aims to achieve dynamic perception and precise insight into the overall industry situation and micro-level entity conditions, enhancing the comprehensive governance efficiency of the telecommunications market.
