Ghana's GIADEC Signs €300 Million Aluminum Foil Plant Agreement with Italy's Danieli

Officine Meccaniche S.P.A. signed a Memorandum of Understanding on June 26, 2026, at the residence of the Italian Ambassador to Ghana. Under the agreement, Danieli plans to invest approximately €300 million to build an aluminum foil rolling plant and a Center of Excellence within the integrated industrial park in the Tema Heavy Industrial Area. The project aims to drive Ghana's transformation from a raw bauxite exporter into an integrated aluminum producer.

GIADEC is a state-owned entity established by the Government of Ghana in 2018, responsible for coordinating the development of the country's bauxite resources and integrating the aluminum value chain, with the core objective of achieving local value addition for bauxite. Headquartered in Italy, the Danieli Group is a globally renowned supplier of metallurgical equipment and plant engineering, with extensive experience in aluminum processing technology.

The aluminum foil rolling plant covered by this agreement is expected to produce 40,000 to 45,000 tonnes of high-value-added aluminum foil products annually, encompassing ten categories, to supply the packaging, pharmaceutical, food service, and industrial markets. The Center of Excellence will serve as a dedicated institution for training, innovation, and technology development, aimed at advancing skills development and technology transfer in advanced aluminum processing. The project is located in the Tema Integrated Industrial Park, developed by the ARISE Integrated Industrial Platform in collaboration with GIADEC and the Tema Development Corporation. The park benefits from its proximity to the smelting capacity of the Volta Aluminum Company (VALCO) and the Port of Tema, offering a strategic advantage for export-oriented manufacturing. The signing of this agreement is set against the policy backdrop of Ghanaian President John Dramani Mahama's industrialization transformation agenda.

Danilo Dreolini, a representative of the Danieli Group, stated that the project is critical for Ghana to transform its natural resources into high-value-added manufactured exports. Reindorf Twumasi Ankrah, CEO of GIADEC, noted that this cooperation marks a strategic shift in Ghana's aluminum industry toward building a fully integrated value chain. Italian Ambassador to Ghana Laura Ranalli expressed that the Memorandum of Understanding reflects the deepening industrial cooperation between Ghana and Italy.

The project is expected to create direct and indirect employment opportunities, promote technology transfer and skills development, and enhance Ghana's export competitiveness and foreign exchange earnings through high-value-added exports. The signing of this agreement represents a significant step in Ghana's transition from raw material exports to deep processing and value addition in the aluminum industry.
