en.Wedoany.com Reported - At midnight on June 30, 2026, the final unit successfully passed a 15-day trial operation, marking the full commissioning of the State Grid Xinyuan Henan Luoning Pumped Storage Power Station. Located in Luoning County, Luoyang City, Henan Province, the station has a total installed capacity of 1.4 million kilowatts, featuring four reversible pump-turbine generator-motor units, each with a capacity of 350,000 kilowatts. The total project budget is 8.88 billion yuan. It is the largest pumped storage power station in operation in Central China, the first of its kind in the country to feature kilometer-level inclined water diversion shafts, and also the first pumped storage power station fully commissioned by State Grid Corporation of China during the "15th Five-Year Plan" period.

The station is designed with an average annual pumping energy consumption of 1.588 billion kilowatt-hours and an annual power generation of 1.191 billion kilowatt-hours. Once fully operational, it can reduce coal consumption by 118,000 tons per year and cut carbon dioxide emissions by approximately 310,000 tons annually. The station can operate in coordination with regional thermal power, wind power, solar power, West-to-East Power Transmission, and ultra-high voltage transmission corridors, building a robust power security system for the Central China Power Grid.

As one of the key peak-shaving power sources for the Central China Power Grid, the station is located at a pivotal node of the Western Henan Power Grid. Units 1, 2, and 3, which were successively commissioned on October 16, 2025, December 16, 2025, and May 30, 2026, have cumulatively generated 753.5 million kilowatt-hours of green electricity, with 568 start-ups for power generation and 603 start-ups for pumping, achieving a 100% success rate in unit start-stop operations. The station has undertaken tasks for peak winter load management and power supply assurance during important holidays, playing roles in peak shaving, frequency regulation, voltage regulation, and energy storage. With full commissioning, the station will support the upcoming summer peak load management and power supply.

Electricity load in Central China continues to rise. By the end of May 2026, the region's installed capacity of new energy sources exceeded 225 million kilowatts. The strong volatility of wind and solar output has created significant pressure for grid integration and consumption. The full commissioning of the station is significant for enhancing the new energy consumption capacity of the Central China Power Grid, optimizing the power source structure, and improving grid operational safety.

During construction, the State Grid Xinyuan Luoning Station applied over 10 new technologies, including unmanned vibratory rollers and safety-protected tunnel construction trolleys. It conducted core technology research on Tunnel Boring Machines (TBMs), earning 7 provincial and ministerial-level science and technology awards, 4 invention patents, and implementing 15 scientific research projects. The station also contributed to the compilation of the "Specifications for Inclined and Vertical Shaft Construction in Pumped Storage Power Stations." The station innovatively applied China's first large-angle, large-diameter inclined shaft hard rock tunnel boring machine (TBM), overcoming challenges in constructing ultra-long inclined shafts. Two kilometer-level inclined water diversion shafts were excavated at a steep angle of nearly 40 degrees, with a deviation rate of only 0.04%. During equipment application, the research team completed technical modifications on over 40 system devices, solving issues such as anti-slip measures for steep angles. The inclined shaft TBM set records with a maximum daily advance of 22.75 meters and an average monthly advance of 204 meters, achieving construction efficiency three to four times that of traditional methods. This application filled a technical gap in the construction of large-angle, kilometer-level inclined shafts in China.

The State Grid Xinyuan Luoning Station is a pilot project for the "553" standard unit model, covering a water head range of 500-650 meters, a speed of 500 revolutions per minute, and 350,000-kilowatt units. During the design phase, the team optimized the runner design through multiple scheme comparisons and iterative testing. During installation, high-standard precision assembly was maintained throughout. During commissioning, guide bearing clearances were precisely adjusted, with all four units successfully passing all tests in a single attempt. The minimum guide bearing swing was controlled within 0.05 millimeters, and the minimum vibration value was controlled within 0.015 millimeters. The station innovatively applied full lifecycle 3D collaborative design and simulation technology, reducing equipment manufacturing cycles by over 30%.

The station adhered to green construction principles, utilizing prefabricated processes. The construction of the 500-kilovolt switchgear station building took 75 days, and the concrete work for the high-voltage cable vertical shaft took 33 days, saving 20 days and 121 days respectively compared to traditional construction methods. By optimizing construction layouts, some open-cut excavations were converted to underground excavations, reducing construction land use and ecological disturbance by approximately 396 mu. The station built a fully enclosed mixing plant and adopted an efficient wastewater treatment system.

During construction, the project invested in building a new resettlement village, "Biaochi Town," helping 32 households (96 villagers) relocate to a new village covering 9,800 square meters, equipped with 853.38 square meters of street-front shops. It also coordinated with local governments to allocate 41,320 square meters of high-quality land for production resettlement. In collaboration with local governments, approximately 18.58 kilometers of roads were built or expanded, improving transportation conditions for over 10,000 villagers in seven surrounding administrative villages. During peak construction, the project provided over 2,000 jobs, employing more than 300 local residents, generating over 40 million yuan in annual income for villagers. As of now, State Grid Corporation of China operates or is constructing (including approved projects) 76 pumped storage power stations, with an operational capacity of 46.18 million kilowatts.
