This measure aims to reduce electricity costs for public finances while promoting sustainable development across the state. Financial support for the municipalities comes from the State Pollution Prevention Fund (Fecop), totaling 5 million reais.

The classification results mark the initial phase of the project. With the list officially published in the São Paulo State Official Gazette, the first cities will be called upon based on budget availability to submit documentation. Once approved, eligible municipalities will receive funding to build power plants with a capacity of up to 75 kilowatts peak (kWp), with equipment sufficient to supply electricity to approximately 50 households.

According to Semil, the classification results reflect each city's performance based on criteria set forth in the tender notice. Taiaçu, Pongaí, and Salmourão ranked in the top three. The São José do Rio Preto region concentrated 42 selected cities, followed by Presidente Prudente (25) and Campinas (22). Solar company participation does not occur during the first call phase. The project tender notice stipulates that registration and document submission are limited to the mayors or legal representatives of the selected municipalities. At this stage, the São Paulo State Government will choose municipalities eligible for non-reimbursable Fecop grants to build photovoltaic power plants. Integrators and other industry players should participate in subsequent phases. Each municipality, with technical and administrative support from the state government, will be responsible for hiring companies to design, supply equipment, install, and commission the plants through a public bidding process.
