The plan is structured around the framework of "building six types of cities," specifying 6 aspects, 21 key tasks, and 14 major actions, with a planning period from 2026 to 2030.
The plan sets phased goals: by 2030, significant progress will be made in urban renewal actions, with initial results in the transformation of urban development and construction methods, striving to write a new chapter in Fujian's practice of people's cities; by 2035, the urban renewal system and mechanisms will be further improved, with modern people's cities featuring Fujian characteristics basically completed. The plan aligns with national indicators and incorporates Fujian's actual conditions, determining 10 main indicators.
The plan is structured around the framework of "building six types of cities." First, building innovative cities, proposing four key tasks: cultivating new momentum for high-quality development, promoting the expansion and quality improvement of urban industries, stimulating the consumption potential of urban domestic demand, and enhancing the level of urban openness to the outside world. Second, building livable cities, proposing five key tasks: constructing safe and comfortable "good housing," building harmonious and secure "good communities," creating convenient and happy "good neighborhoods," shaping vibrant and charming "good blocks" with Fujian characteristics, and creating livable and business-friendly "good urban areas." Third, building beautiful cities, proposing three key tasks: deepening urban ecological environment governance, enhancing the green and low-carbon level of buildings, and practicing green and low-carbon lifestyles. Fourth, building resilient cities, proposing five key tasks: strengthening safety management of old houses, steadily advancing the renovation of urban villages, reinforcing urban infrastructure support, improving disaster prevention, mitigation, and relief capabilities, and strictly managing construction project safety production. Fifth, building civilized cities, proposing two key tasks: strengthening the protection and inheritance of historical culture, and shaping the new era appearance of cities across Fujian. Sixth, building smart cities, proposing two key tasks: deepening the coordination of urban management, and strengthening smart and refined governance.
In terms of quantitative indicators, during the "15th Five-Year" period, Fujian Province will newly renovate 2,400 old urban residential communities, renovate and upgrade 80 old blocks and factory areas, renovate and upgrade 1,000 hectares of urban park green spaces, build and renovate 100 Fujian-style trails, renovate 8,500 kilometers of urban underground pipelines, repair 1,000 historical buildings and traditional-style buildings, add 20,000 units of new affordable housing, and build no fewer than 200 complete communities. Among these, the renovation of 805 C- and D-level dilapidated houses is a binding indicator.
The plan calls for activating the potential of urban stock resources, comprehensively identifying the baseline of urban stock assets and resources, and promoting the classified disposal of supplied but undeveloped land and ongoing projects on a "one project, one strategy" basis; accelerating the establishment of a new model for real estate development, increasing the supply of improved housing tailored to city-specific conditions, and accelerating the cultivation and development of the housing rental market. The plan also proposes five policy measures: improving the urban renewal implementation mechanism, perfecting the legal and regulatory standard system, promoting the participation of multiple entities, strengthening the supporting role of technology and talent, and establishing three systems for building safety.
