US Firm Finds Work on $8 Billion Gas Development in Africa

Wedoany.com Report-Aug. 17, Mellitah Oil and Gas, a joint venture between Libya’s National Oil Corporation and Italy’s Eni, has selected Hill International, a U.S.-based company, to provide project management services for its $8 billion Structures A & E energy project off Libya’s coast. Hill International, part of the Global Infrastructure Solutions family, will manage the development of two offshore gas fields with a planned output of 750 million cubic feet per day.

Hill International's CEO, Raouf Ghali, emphasized: “Our local team looks forward to collaborating with Mellitah and Hill’s global network of energy experts to deliver the megaproject as envisioned, helping ensure energy security for Libyans and customers throughout the region. This new assignment is a testament to our company’s long-term commitment to delivering the infrastructure of change in the country.”

The project involves developing two offshore drilling platforms and the infrastructure to transmit harvested natural gas to the Mellitah Complex, located approximately 100 kilometers west of Tripoli. It will also include the construction of a new carbon capture and storage facility. Hill International will provide comprehensive project management services such as planning, design coordination, procurement support, cost management, risk mitigation, and quality control.

Derek Amidon, CEO of GISI Consulting Group, praised Hill’s track record, stating: “Hill has a strong track record of delivering resilient energy infrastructure around the world – it’s part of what makes them such an undisputed leader in their space. With Hill’s project management expertise backed by the collective resources of GISI Consulting Group’s global platform, Mellitah is poised to deliver.”

The initiative is crucial for Libya’s energy security and is expected to boost the country’s gas exports to Europe, enhancing regional energy stability, supply reliability, and competition while lowering prices for customers. The project is slated to begin production in 2026.

Waleed Abdel-Fattah, Hill’s President for the Middle East and North Africa, commented: “The Structures A & E project is of great national and international importance. Especially because of our long history in Libya, we are honored to take part in an initiative that will help shape the country’s future.”

The collaboration with Hill follows Mellitah’s 2023 announcement of an engineering, procurement, construction, and commissioning (EPCC) contract for offshore expansion, with work expected to start in late 2025. The expansion involves installing a new wellhead platform, modifying the Sabratha platform, and updating subsea systems and topside installations.

Mellitah Oil and Gas is also pursuing other major projects in Libya, such as Saipem’s $1 billion EPCIC contract for the Bouri Gas Utilization Project, highlighting the company’s continued growth and investment in Libya’s energy sector.
