Petrovietnam Begins $1BN O Mon IV Thermal Power Plant Construction

Wedoany.com Report-Aug. 22, Petrovietnam has officially started construction of the O Mon IV thermal power plant in Can Tho, Vietnam. The facility, with an investment of VND27.7 trillion ($1.05 billion), will have a capacity of 1.15GW. It is the first downstream project in the Block B–O Mon Gas-to-Power value chain.

According to The Investor, the project plays a crucial role in the entire chain, as upstream gas development is already two years ahead. The chain includes offshore gas exploitation at Block B, the Block B–O Mon gas pipelines and a cluster of thermal power plants.

Block B, located in the Malay–Tho Chu basin, is Vietnam’s second-largest upstream gas project after Ca Voi Xanh (Blue Whale). O Mon IV is scheduled to begin commercial operations in December 2028, at the same time as the first gas supply from Block B. When the project is completed, Petrovietnam will oversee more than 9.3GW of power capacity, accounting for around 10% of the national grid. The new plant will provide electricity for the Mekong Delta region.

A consortium formed by South Korea’s Doosan Enerbility and Vietnam’s Power Engineering Consulting Joint Stock Company 2 (PECC2) has been appointed as the EPC contractor. Doosan, as lead contractor, will manage design, technology, equipment supply and construction. The company plans to introduce advanced combined-cycle gas turbine technology to improve efficiency and lower emissions. Doosan has previously delivered major projects in Vietnam, including the Vinh Tan 4 thermal power plant in the central region.

PECC2, the local partner, will contribute consulting, design, EPC and technical supervision at the site. With experience in more than 100 power projects, substations and transmission lines, PECC2 has established itself as a key player in Vietnam’s power sector. Its portfolio includes the Tri An hydropower plant expansion and the 500kV transmission line from Quang Trach to Pho Noi.

In January 2025, PECC2, together with Saigon Jim Brother’s Corporation and Solarvest (Vietnam), signed a memorandum of understanding to support renewable energy adoption in Vietnam. This reflects PECC2’s efforts to expand into diverse energy segments while continuing to contribute to large-scale power infrastructure projects.

The O Mon IV project is expected to be a milestone in Vietnam’s gas-to-power development, supporting national energy security and strengthening power supply in the Mekong Delta. With international and local expertise, the project combines advanced technology and domestic industry knowledge to meet Vietnam’s growing electricity demand.
