Pennsylvania Governor Josh Shapiro announced a comprehensive housing plan aimed at increasing housing construction efficiency, reducing building costs, and helping residents lower their living expenses. The plan requires collaboration from the state legislature to advance relevant legislation. The governor stated that some measures can be implemented through administrative means, but the core content relies on legislative and local government support.

According to an article by Michelle Bond and Katie Bernard in The Philadelphia Inquirer, Shapiro described the plan as a long-term housing strategy: "It brings together all the different groups working on this issue, leveraging their expertise to tackle housing access and affordability from every angle."
The plan proposes establishing a $10 billion infrastructure fund focused on housing production. It also recommends that the state introduce tax credit policies to promote housing construction in underinvested areas, support small residential developers, streamline regulatory processes, and enhance protections for tenants and residents of prefabricated homes. Additionally, the plan will optimize the property inheritance process after a homeowner's death and explore new avenues to assist homebuyers.
