Sources told iNFRA News Agency that signing the agreement terms still requires time, but a joint briefing to the National Agency of Petroleum, Natural Gas and Biofuels (ANP) is expected by Friday (10th). The core of the negotiations is to determine a constant gas volume available for auction by PPSA, addressing fluctuations in the federal share of natural gas from pre-salt production. According to the law, federal natural gas is formally transferred to Petrobras at the pre-salt wellhead, transported, and then returned to PPSA at the exit of the Onshore Integrated Processing System (SIP), which involves determining Petrobras' tariff rates.
The first auction is expected to take place in 2026, originally planned for the end of last year. This issue was included on the agenda of the National Energy Policy Council (CNPE) meeting, but the meeting was postponed. According to sources, the main clause hindering deliberation in the resolution is granting ANP greater authority to participate in negotiations on access to Petrobras infrastructure and to verify the state-owned company's "anti-competitive practices." ANP is also addressing this issue in two proceedings, which will be resubmitted to the board meeting on Friday (10th).
