Hy2gen Plans 200MW Hydrogen-Based Synthetic Fuel Plant in Finland

Wedoany.com Report on Feb 13th, German company Hy2gen has signed a Letter of Intent with the City of Oulu, Finland, to plan the construction of a 200MW hydrogen-based e-fuel plant in the Vihreäsaari Green Transition Industrial Area. The project is expected to finalize a detailed cooperation agreement within 2026 to advance the specific planning and development of the facility.

Based on the number of power-to-X projects under development, the completion of this hydrogen-based synthetic fuel plant could position Oulu as the largest synthetic fuel production hub in the Baltic Sea region. For instance, Verso Energy is investing €1.4 billion in a sustainable aviation fuel facility at the site, capable of producing up to 80,000 tons of hydrogen-based alternative fuel annually.

Hege Økland, Managing Director of Hy2gen Nordic AS, stated: "This location is very well-suited for developing hydrogen-based industrial solutions." This hydrogen-based synthetic fuel plant will complement Hy2gen's portfolio of several hundred megawatts of green hydrogen projects currently being planned and constructed in Germany, France, Norway, and Canada.

In December 2025, Hy2gen signed a Letter of Intent with Plug Power to procure a 5MW electrolyzer for its project in France. The company is developing, financing, constructing, and operating facilities in accordance with the EU's Renewable Fuels of Non-Biological Origin (RFNBO) regulation. Its 6.3MW green hydrogen and e-methane plant in Werlte, Germany, received certification under the EU's RFNBO regulation in May last year.
