The completion of this operation marks the official commencement of the bridge project's superstructure construction phase. The installation of this pilot rope was carried out in the Liuwudian Channel of Xiamen, where vessel traffic is heavy and navigation conditions are relatively complex. Influenced by factors such as wind, waves, and fog, the operation demanded high precision and robust on-site navigation safety measures.

To ensure the safe implementation of the pilot rope cross-shore connection operation, the Xiamen Maritime Safety Administration coordinated with the construction unit in advance, held a safety coordination meeting, formulated a vessel traffic organization plan based on the site conditions, and delineated a temporary safety operation zone. During the operation, the maritime authorities adopted a "land, sea, air, and space" integrated supervision model, implementing control through a combination of information-based monitoring and on-site inspections. Maritime patrol vessels were stationed at key points upstream and downstream of the operation area to monitor the construction zone throughout the entire process. Simultaneously, relevant departments issued operation information to passing vessels, specifying detour routes and avoidance requirements to coordinate the relationship between construction progress and channel navigation.

Relying on a four-party linkage mechanism involving the "duty room + command center + construction unit + operation vessels," information such as construction instructions, safety alerts, and progress feedback was exchanged in real time. During the construction process of the Xiamen-Kinmen Bridge (Xiamen Section) bridge project, the Xiamen Maritime Safety Administration stated that it will continue to strengthen waterborne safety supervision and service support, coordinate solutions to related issues based on construction needs, and provide support for the steady progress of the bridge project.
