To date, more than 45,000 contracts have been signed with domestic producers under the government framework, totaling 82 billion tenge.
Samruk-Kazyna National Welfare Fund has additionally signed 286 long-term agreements and offtake contracts, totaling over 390 billion tenge, providing stable market demand for local enterprises. Data from the Ministry of Industry and Construction shows that 5,323 product categories have been included in the priority procurement catalog; in the field of mineral resource development, 425 guaranteed procurement contracts totaling 123 billion tenge have been signed.
These support measures have driven an increase in capacity utilization among a number of local enterprises. Among them, the Shymkent transformer plant has raised its capacity utilization rate to 90%, the cable and wire manufacturer in Semey to 72%, and the Karaganda steel rope plant to 71%.
According to Nakhaspayev, since 2023, Kazakhstan has implemented 623 manufacturing development projects, promoting the localized production of a range of new products not previously manufactured domestically, including locomotive support beams, bus body components, heavy-duty vehicle parts, automotive seats, multimedia systems, household appliances, longitudinally welded steel pipes, door and window profiles, fiber cement boards, laminate flooring, and radiators.
To further support the domestic manufacturing industry, Kazakhstan has also imposed import restrictions on building materials from third countries, including cement, gypsum boards, flat glass, stone products, and dry mortar mixes. The Ministry of Industry and Construction stated that these measures have promoted the development of the domestic building materials industry without significantly affecting domestic market prices.
In addition, the government has launched a registry of Kazakhstani goods producers and is encouraging large enterprises to expand long-term procurement cooperation with domestic suppliers, continuously increasing the share of domestic products in the industrial chain and creating more market opportunities for the development of small and medium-sized enterprises.
