Azerbaijan, China Datang Sign Agreement for Constructing 100 MW Solar Power Plant

Wedoany.com Report-Nov. 14, On Wednesday, Azerbaijani Energy Minister Parviz Shahbazov met with Liu Jun, Board Chairman of China Datang Corporation Ltd., to discuss cooperation in solar energy. The meeting resulted in the signing of an executive agreement between the Energy Ministry, China Datang Overseas Investment Co. Ltd., and SOCAR Green LLC for the assessment, development, and implementation of a 100 MW solar power plant (SPP) project in Azerbaijan. The agreement also provides for the creation of a company to manage the project and a steering committee to oversee its execution.

The partnership with China Datang Overseas Investment covers a broader scope including 100 MW of onshore solar projects, 2 GW of offshore wind projects, an energy storage system, a green energy corridor, and a training and experience exchange program for specialists in Azerbaijan’s energy sector. “In this context, the meeting discussed technical and economic issues related to implementing the 2 GW offshore wind power projects and the green energy corridor. In particular, opinions were exchanged on areas such as research conducted, the transportation and installation of wind turbines, organizing local equipment production, submarine cables, power transmission and system regulation,” the ministry said.

Close cooperation in the energy sector remains a key priority of Azerbaijani-Chinese relations, which have been elevated to the level of a comprehensive strategic partnership. Earlier in April 2025, the Azerbaijani Energy Ministry, China Datang Overseas Investment, and SOCAR Green LLC signed an executive contract for a 100 MW floating solar power project with a 30 MW battery energy storage system on Lake Boyukshor in Baku. The contract included the creation of a project company responsible for feasibility study, design, financing, construction, operation, and maintenance, with China Datang Overseas Investment as the main investor.

In June 2025, Azerbaijan’s Renewable Energy Agency (AREA) and China Datang Overseas Investment signed a memorandum of understanding to cooperate on the green energy corridor. The agreement focuses on applying China Datang’s technical capabilities and system research for power grid development, including high-voltage direct current (HVDC) cable construction, as well as attracting technical and financial support from Chinese companies experienced in design, engineering, and management of HVDC projects.

Azerbaijan plans to implement green energy projects with a total capacity of 6.7 GW by 2030. Of this, 2.7 GW will support the domestic energy system, while 4 GW will be exported through the Caspian-Black Sea-Europe green energy corridor via an underwater HVDC cable. An additional 1 GW is planned for export via the Azerbaijan-Turkey-Europe green energy corridor through Nakhchivan. The country also aims to create the Trans-Caspian Central Asia–Azerbaijan green energy corridor with HVDC cables, alongside the Azerbaijan-Georgia-Turkey-Bulgaria energy corridor, strengthening regional green energy integration and cross-border electricity trade.

This series of agreements and initiatives highlights Azerbaijan’s strategic focus on renewable energy development, infrastructure modernization, and international collaboration to enhance both domestic energy security and regional green energy exports.
