India’s Reliance Stops Importing Russian Crude for Refinery Operations

Wedoany.com Report-Nov. 21, Reliance Industries, India’s largest private refiner, has ceased importing Russian crude oil to its Jamnagar refining complex in Gujarat state, effective November 20, a company spokesperson confirmed on Thursday.

The company operates the world’s largest refining complex at Jamnagar and holds a long-term supply agreement with Russia’s Rosneft for approximately 500,000 barrels per day. Reliance stated that it continues to honor existing contractual commitments while adjusting operations to comply with applicable international regulations.

From December 1, all refined products exported from the Jamnagar complex will be produced exclusively from non-Russian crude feedstock, the spokesperson announced.

The transition was completed ahead of schedule to meet upcoming requirements on product imports. Reliance noted that it is fulfilling all pre-committed Russian crude deliveries arranged as of October 22, with transportation already finalized. The last such cargo was loaded on November 12.

Any Russian crude cargoes arriving at the port on or after November 20 will be directed to the refinery’s Domestic Tariff Area for processing and supply within India, rather than for export markets.

Europe represents 28 percent of Reliance’s refined product exports. The company emphasized that the measures ensure uninterrupted domestic supply while aligning refinery output for international markets with the new regulatory framework.

Reliance reiterated its policy of maintaining established supplier relationships while fully adhering to sanctions and restrictions introduced by various jurisdictions in response to the Russia-Ukraine conflict, including measures affecting Rosneft and other Russian oil producers.

The adjustments allow the Jamnagar complex to continue operating at high capacity by sourcing crude from alternative suppliers for its export-oriented units, ensuring both compliance and continuity of operations.
