Wedoany.com Report on Mar 11th, An International Atomic Energy Agency (IAEA) Integrated Nuclear Infrastructure Review (INIR) mission was conducted in Rwanda from 2 to 9 March 2026 to review the country's infrastructure development for a nuclear power programme. Rwanda aims for nuclear power to supply 60% to 70% of its energy mix, with the first small modular reactor (SMR) expected to be operational in the early 2030s.
The INIR team identified good practices in Rwanda, such as strong government commitment and coordination, and noted progress in drafting nuclear legislation and identifying candidate sites for the SMR project. Mehmet Ceyhan, Technical Lead in the IAEA’s Nuclear Infrastructure Development Section and team leader for the mission, said: "Strong government support and effective coordination of preparatory work have helped Rwanda make significant progress in deciding on a nuclear power programme."
The team provided recommendations, including finalising a comprehensive report to support the nuclear power decision and further policy development. Rwanda's Minister of Infrastructure, Jimmy Gasore, said: "Rwanda is firmly committed to responsible, safe and transparent nuclear power infrastructure development. The IAEA review provides us with valuable guidance to ensure our national framework aligns with international safety standards and global best practices."
Based on the review results, the IAEA and Rwanda will develop a comprehensive work plan to continue supporting the future development of the country’s nuclear power programme. The INIR mission is based on the Milestones Approach and aims to assist Member States in developing nuclear infrastructure through in-depth discussions on best practices.
