Azerbaijan Gov’t Signs Agreement to Develop 600 MW Offshore Wind Farm

Wedoany.com Report-Dec.1, Azerbaijan's Ministry of Energy and Clean Energy Capital, a subsidiary of Azerbaijan Green Energy Company, signed an Implementation Agreement on 28 November for the development of an offshore wind project in the Caspian Sea. The project has an initial phase of 200 MW and a total planned capacity of 600 MW.

Under the agreement, Clean Energy Capital will carry out detailed resource assessment, feasibility studies, and project development within a designated offshore area.

Azerbaijan continues to advance its offshore wind sector through multiple international partnerships. In June 2025, the Ministry of Energy signed a cooperation agreement with China Energy Engineering Corporation (CEEC) for the evaluation of a 200 MW offshore wind farm. Earlier, in April 2025, two additional agreements were concluded with Chinese companies for further offshore wind initiatives.

A Memorandum of Understanding was also established between the Ministry of Energy, SOCAR Green, China Datang Overseas Investment, and PowerChina to explore a 2 GW offshore wind project. A separate executive agreement was reached with China Energy Overseas Investment for phased development of another offshore wind facility.

At the end of 2024, Masdar (UAE), ACWA Power (Saudi Arabia), and SOCAR formed a partnership to study the potential for 3.5 GW of offshore wind capacity in Azerbaijan's Caspian Sea sector.

During summer 2024, the Azerbaijan Renewable Energy Agency (AREA) launched wind measurement campaigns at two offshore locations to gather accurate resource data.

According to assessments by the World Bank and ESMAP, Azerbaijan possesses a technical offshore wind potential of 157 GW, comprising 35 GW suitable for fixed-bottom foundations and 122 GW appropriate for floating platforms.

The country's Offshore Wind Roadmap, published in 2022 with support from the World Bank and International Finance Corporation, indicates that Azerbaijan could install up to 7 GW of offshore wind capacity by 2040 through sustained policy support, infrastructure development, and investment attraction.
